But while we work to better days, we must also recognize that powerful forces opposed to this future. They are opposed to modernity. They oppose democracy. They are opposed to peace.
At the forefront of these forces there is the Iran. The tyranny of Tehran brutalizes its own people. Tehran supports attacks against American troops in Afghanistan and Iraq. Tehran dominates Lebanon and Gaza. It sponsors terror across the world.
During my last visit here, I had talked about the disastrous consequences of an Iran developing nuclear weapons. Now time is running out, and the hinge of history is today. The greatest danger facing mankind could soon be ours: a militant Islamic regime armed with nuclear weapons.
This militant Islam threatens the world. He threatens Islam. I have no doubt that this threat will eventually be defeated. It will eventually succumb to the forces of freedom and progress. But like other fanaticism that were doomed to failure, militant Islam could have a terrible price if it is not stopped before the disaster total.

But not you. Not America. You have acted differently. You have condemned the Iranian regime for its genocidal goals. You did pass the severe sanctions against the Iran. History greets you, America.
President Obama said that the United States is determined to prevent Iran from developing nuclear weapons. It has implemented successfully, to the Security Council, the Iran sanctions. You, the Congress, have adopted even stricter sanctions. These words and these acts are of vital importance.
However, the regime of the ayatollahs has briefly suspended its nuclear program that only once, in 2003, when he feared the possibility of military action. That same year, Muammar al-Gaddafi had renounced its programme of nuclear weapons for the same reason. The Iran considers most there are options on the table, less risk of military action there. Therefore, nobody in Israel wants a return to those terrible days. Peace with the Egypt and the Jordan has long served as an anchor of stability and peace in the heart of the Middle East.
This peace must be strengthened by economic support and political to all those who remain committed to peace.
The peace accords with the Egypt and the Jordan are vital. But they are not enough. We must also find a way to forge a lasting peace with the Palestinians. Two years ago, I publicly proposed a solution to two States for two peoples: a Palestinian State alongside the Jewish State.
I am willing to make painful compromises to achieve this historic peace. As the leader of Israel, it is my responsibility to lead my people towards peace.
It was not easy for me. I acknowledge that, in a genuine peace, we will be obliged to waive parts of the Jewish homeland. In Judea and Samaria, the Jewish people is not a foreign occupier. We are not the British in India. We are not the Belgians in the Congo.
This is the land of our forefathers, the land of Israel, where Abraham brought the idea of a single God, where David has undertaken to cope with Goliath, and where Isaiah had a vision of eternal peace. No distortion of history cannot be denied an old link of four thousand years between the Jewish people and the Jewish land.
But there is another truth: the Palestinians share this small land with us. We seek a peace in which they will be subjects of Israel, nor citizens of Israel. They must lead a life of national dignity as a people free, viable and independent in their own State. They must enjoy a prosperous economy, where creativity and initiative can thrive.
We have already seen the beginning of what is possible. During the past two years, the Palestinians have begun to build a better life for themselves. The Prime Minister Fayad has headed this effort. I wish him a speedy recovery from his recent operation.
We have helped the Palestinian economy by removing hundreds of barriers and obstacles to the free movement of goods and people. The results were remarkable. The Palestinian economy is booming. It is more than 10% per year.
Palestinian cities today have a very different look than they were a few years ago. They have shopping malls, cinemas, restaurants and banks. They have even of e-business. All this occurs without peace. Imagine what could happen with the peace. The peace that could signal a new day for the two peoples. It will be the culmination of the dream of a realistic peace.
So now, here’s the question. Need to ask it. If the benefits of peace with the Palestinians are so clear, why the peace has escaped us? The six Israeli Prime Ministers since the signing of the Oslo accords have agreed to establish a Palestinian State. Myself included. So, why peace has not been obtained? Because so far, the Palestinians have been reluctant to accept a Palestinian State if it meant the acceptance of a Jewish State side.
You see, our conflict has never been on the creation of a Palestinian State. It has always been the existence of the Jewish State. This is what is about this conflict. In 1947, the United Nations voted the partition into a Jewish State and an Arab State. The Jews have said yes. The Palestinians have said no. In recent years, the Palestinians have twice refused the generous offer of Israeli Prime Ministers to establish a Palestinian State on almost all territories conquered by Israel in the Six day war.
They were simply not willing to put an end to the conflict. And I regret to say this: they continue to educate their children in hatred. They continue to appoint public places from terrorists. And worst of all, they continue to perpetuate the illusion that Israel will one day be flooded by the descendants of Palestinian refugees.
My friends, this must end. President Abbas must do what I did. I stood before my people, and I can assure you that it was not easy for me, and I said… « I will accept a Palestinian State ». It is time for president Abbas to stand before his people and say… ‘I’ll accept a Jewish State’ .
These six words will change history. They clearly will make clear to the Palestinians that this conflict must end. They should not build a State to perpetuate the conflict with Israel but to terminate. They must convince the people of Israel that it has a real partner for peace. With such a partner, the people of Israel will be ready to make a major compromise. I’ll be ready to make a major compromise.
This compromise should reflect the demographic changes that have occurred since 1967. The vast majority of the 650,000 Israelis who live beyond the 1967 lines reside in neighborhoods and suburbs of Jerusalem and the great Tel Aviv.
These areas are densely populated, but geographically quite small. Under any realistic peace agreement, these areas, as well as other places of strategic importance, will be integrated into the final borders of Israel.
The status of the settlements will be decided in negotiations. But we must also be honest. So I say something today that needs to be said publicly by anyone serious about peace. In any peace agreement ending the conflict, some locations will find themselves beyond the borders of Israel. The clear delineation of these borders must be negotiated. We will be very generous on the size of a future Palestinian State. But as president Obama said the border will be different from that which existed on 4 June 1967. Israel will not return to indefensible 1967 lines.
We recognize that a Palestinian State must be large enough to be viable, independent and prosperous. President Obama has rightly referred to Israel as the homeland of the Jewish people, as he spoke of the future Palestinian State as the homeland of the Palestinian people. The Jews of the world have the right to immigrate to the Jewish State. The Palestinians around the world should have the right to immigrate if they so wished, in a Palestinian State. This means that the problem of Palestinian refugees will be resolved outside the borders of Israel.
As for Jerusalem, only a democratic Israel has been able to protect freedom of worship for all religions in the city. Jerusalem will never be divided. Jerusalem must remain the unified capital of Israel. I know that this is a difficult issue for the Palestinians. But I believe that with creativity and good will a solution can be found.
It is the peace that I plan to conclude with a Palestinian partner committed to peace. But you know very well that, in the Middle East, the only peace that will hold will be a peace that you defend.
Therefore, peace must be anchored in security. In recent years, Israel withdrew from southern Lebanon and Gaza. But we do not have peace. Instead, we had 12,000 rockets from those areas on our cities, in our children, by Hezbollah and Hamas. The Lebanon UN peacekeepers failed to prevent the smuggling of such weapons. European observers in the Gaza Strip are evaporated from one day to the next. So, if Israel simply leaves the territories, the flow of arms in a future Palestinian State will not be controlled. Missiles fired from these territories could reach almost every home in Israel in less than a minute. I want you to think there. In our volatile region, no one can guarantee that our partners in peace of today will still be there tomorrow.
And when I say tomorrow, I do not mean some time far in the future. I mean – tomorrow. Peace can only be achieved through the negotiating table. The Palestinian attempt to impose a settlement by the United Nations Organization will not bring peace. It should be vigorously combated by all those who want to see the end of the conflict.
I understand the clear position of the President on this issue. Peace cannot be imposed. It must be negotiated. But it cannot be negotiated with partners committed to peace.
And Hamas is not a partner for peace. Hamas remains committed to the destruction of Israel and terrorism. They have a Charter. This Charter calls not only with erased Israel, but demand for ‘kill Jews everywhere where you find’. The leader of Hamas has condemned the killing of Osama bin Laden and exalts it as a Holy Warrior. Now, I want this to be clear. Israel is ready to sit down now and negotiate peace with the Palestinian Authority. I believe that we can shape a bright future of peace for our children. But Israel will not negotiate with a Palestinian Government backed by the Palestinian version of Al-Qaida.
So I say to president Abbas: tear your Pact with Hamas! Sit and negotiate! Make peace with the Jewish State! And if you do, I promise you. Israel will not be the last country to recognize a Palestinian State as a new Member of the United Nations. It will be the first to do so.
My friends, since the monumental trials of the last century until the events of this century, testifies to the decisive role played by the United States in the promotion of peace and the defence of freedom.
